And is there any standards for volunteers in Germany (and other countries)within the organizations? can there be an organization without any standards or rules at all? in Russia we have so called "public movements", self-organized movements, where people are eager to change a lot but where there normally no regularion at all

Also, do the German social workers share the "Ethics in Social Work, Statement of Principles" document (http://www.ifsw.org/p38000324.html)? I remember reading this article: http://www.socialworker.com/jswve/content/view/15/34/
And can they be officially banned from doing their work if there are violations of rights of the clients?
